Significant Changes for the GSA Multiple Award Schedule (MAS) Solicitation Refresh 25

The General Services Administration’s (GSA) Federal Acquisition Service (FAS) is preparing for a refresh to the Multiple Award Schedule (MAS) Solicitation. This refresh, anticipated for March 2025, includes modifications affecting all large categories and specific SINs. The updates primarily align with new executive orders and regulatory changes that impact sustainability requirements, labor clauses, and procurement policies.

GSA is implementing several executive orders that affect procurement policies. Executive Order 14168 prohibits federal funding for gender ideology initiatives. Executive Order 14148 removes references to clean energy programs, and Executive Order 14208 eliminates paper straw procurement. System updates may lag behind policy changes, but outdated provisions in the System for Award Management (SAM) will not affect contract awards.

Several clauses and provisions have been added or removed. New clauses include FAR 52.212-3 (Offeror Representations and Certifications) and FAR 52.212-5 (Contract Terms and Conditions), while deleted clauses include FAR 52.222-21 (Prohibition of Segregated Facilities) and FAR 52.222-26 (Equal Opportunity). Sustainability-related clauses, such as FAR 52.223-22 (Greenhouse Gas Emissions Disclosure), are also being removed.

Specific Large Category and SIN Updates

Facilities (B): Sustainability-related requirements and redundant references to statutory mandates have been removed from SINs including as 561210FAC (Facilities Maintenance) and 561730 (Grounds Maintenance).

Furniture & Furnishings (C): References to biodegradable content in flooring solutions are removed.

Human Capital (D): DEI/DEIA-related requirements are removed, and OPM’s Human Capital Business Reference Model 4.0 is adopted.

Industrial Products & Services (E): Sustainability references are removed from pest control and plumbing SINs.

Information Technology (F): ENERGY STAR and EPEAT preferences are eliminated.

Professional Services (H): Climate change-related consulting services are removed, along with outdated EPA electronic waste recycling requirements.

Transportation & Logistics (K): References to the EPA SmartWay Program and sustainability preferences in vehicle procurement are removed.
