Significant Changes Coming to the GSA MAS Solicitation Refresh 26

GSA has announced a major update to the Multiple Award Schedule (MAS) Program, expected in April 2025. This refresh is part of GSA’s ongoing effort to streamline the MAS Program, reduce administrative burden, and align with broader acquisition strategies. It includes everything from updates to templates and clauses, to the retirement of rarely-used SINs (Special Item Numbers), and new rules around the use of AI.

Minor Updates to Proposal Templates and Instructions

The Price Proposal Template (PPT) is getting a few tweaks:

• “Commercial MFC Price” is now just “MFC Price”.

• Labels will be simpler and more aligned with current pricing practices.

• GSA is also updating clause references and links to match the latest Smart Bulletin guidance.

GSA Is Retiring 31 SINs Across Multiple Categories

GSA is planning to retire 31 SINs from the MAS Solicitation. These items have low market demand and they duplicate other procurement channels (like open market or commercial platforms). You can find the full list here.

Examples of SINs being retired:

• Remanufactured furniture (e.g., 33721R, 33721RSB)

• Fitness solutions

• Overseas copiers and A/V equipment

• Personal care items and water heaters

• Some highly specialized engineering R&D SINs

Category-Specific Changes to Watch

Office Management: Delivery time for office supplies under SIN 339940OS4 is being extended from 4 business days to 7 calendar days.

Furniture & Furnishings: Testing requirements are being simplified for correctional and international furniture.

Information Technology: GSA is taking a strong stance on AI and data privacy. You can’t use Government data to train AI models without explicit written permission from the ordering agency.

New subcategories added:

  • F01: Cloud Services

  • F03: Financial Management Services

  • Expanded SIN 518210C to include cloud-based AI/ML services

  • New subgroup under SIN 54151HACS: Incident Handling and Event Management (IHEM)

Professional Services Updates: New Subgroup for Program Evaluation

If you have SIN 541611 awarded, you can now apply to join a new “Program Evaluation Services” subgroup. You’ll need to submit a detailed application with project experience from the last 3 years, technical write-ups and responses to an evaluation scenario. All applications will be reviewed by a government-wide Technical Evaluation Board (TEB) and rated on a pass/failbasis. If you fail the first time, you’ll have to wait 6–12 months before reapplying.

Aviation-Related Changes: No Aircraft Sales

Under SIN 336413, GSA is clarifying that fully assembled aircraft (like helicopters or planes) cannot be sold or leased through the MAS program. Only armoring and equipment for aircraft is allowed.
