For those involved with the General Services Administration (GSA) Multiple Award Schedule (MAS), we want to keep you informed about the upcoming changes through MAS Solicitation 47QSMD20R0001 – Refresh #18 and its associated mass modification (mass mod).

What to Expect in Refresh #18: The GSA Federal Acquisition Service (FAS) is gearing up to roll out significant updates in December 2023. A crucial note for our contractors: the mass mod, encompassing changes associated with Refresh 18, must be accepted within 90 days of its issuance. Failure to comply may lead to the loss of access to GSA eTools or even contract cancellation.

  • I-FSS-639 Contract Sales Criteria overhaul

  • Clarification of MAS Sustainability Language under Section III A
  • Mandatory Attachment updates for MAS Joint Ventures (JV)
  • Clause and provision updates through Federal Acquisition Circular (FAC) 2023-06 and GSAR Change 171
  • Various changes to Offer and Modification Price Proposal Templates (PPTs)

B: Changes to Specific Large Category, Subcategory or SIN:

  • Office Management (A): Brace for changes in Document Services (A3) and Records Management (A11)
  • Miscellaneous (G): In Apparel (G5), Protective Apparel (SIN 339113PA) sees a revision, while Complementary SINs (G6) adds Transportation of Things (K5) to OLM eligible subcategories.
