Transparency in Contractor Performance: GSA Seeks Feedback on eCommerce Metrics

In an exciting update for contractors and customers, the GSA is working to enhance transparency on its eCommerce platforms, including GSA Advantage!, eLibrary, and eBuy. With the goal of improving customer satisfaction and contractor performance, the Federal Acquisition Service (FAS) is exploring the possibility of publicly posting contractor performance metrics.

Choosing a contractor on GSA platforms can be challenging, with factors like price, availability, and timing all in play. By making performance data—such as on-time delivery rates and cancellation rates—available to customers, GSA aims to streamline the selection process. Transparency around these metrics not only empowers customers but also encourages contractors to continuously improve.

Potential Rulemaking on Performance Metrics

FAS is considering implementing a rule that would display certain performance metrics on GSA platforms. Options for this display could include star ratings, customer reviews, and performance metrics specific to delivery and order fulfillment. Importantly, the FAS is still determining whether these metrics should be public or accessible only to logged-in users.

To inform this potential rule, FAS is actively collecting feedback. They want input from customers and contractors on questions including:

  • What delivery performance information is most valuable when choosing a contractor?

  • How should GSA measure and display performance metrics like on-time delivery and cancellations?

  • Should performance metrics apply to all contractors or only those meeting a certain threshold?

Extended Deadline for Feedback

The deadline for submitting feedback is now extended to December 5, 2024. This is your chance to help shape the future of GSA’s eCommerce platforms and ensure the information shared supports both customer decision-making and contractor success.
