MAS Refresh 2025 Update
The General Services Administration (GSA) Federal Acquisition Service (FAS) is gearing up for the January 2025 release of the much-anticipated MAS Solicitation 47QSMD20R0001 - Refresh #24. This latest update to the Multiple Award Schedule (MAS) program promises important changes to both the overall solicitation and specific Large Categories, Subcategories, and Special Item Numbers (SINs). Here’s what contractors need to know:
Key Updates to the MAS Solicitation
Changes to the Overall MAS Solicitation:
Revised Instructions for Offerors: Updates to SCP-FSS-001 ensure that all offerors have clear, concise guidelines.
Price Proposal Template (PPT) Adjustments: Minor revisions will streamline the offer and modification process for Products Price Proposal Templates.
Small Business Set-Aside (SBSA) SIN Transition:
Overlapping SBSA SINs will transition to non-SBSA equivalent SINs.
Unique SBSA SINs will no longer carry the SBSA designation.
Federal agencies are encouraged to utilize order-level set-asides.
Clause and Provision Updates: Incorporating updates from Federal Acquisition Circular (FAC) 2025-02 and GSAR Change 194 (excluding Change 187).
Changes to Specific Categories and SINs:
Facilities (Category B): Revisions to SIN 561210FAC under the Facilities Maintenance and Repair Subcategory.
Professional Services (Category H): Updates to SIN 541990, covering All Other Professional, Scientific, and Technical Services (Non-IT).
General Information: Enhanced language added to this section for all Large Categories.
