GSA MAS Refresh 33: What Contractors Need to Know and Do Next

GSA MAS Refresh 33 deserves a close review from Schedule contractors. GSA’s announced changes address supply chain security, FASt Lane eligibility, product substitutions, and requirements for specific Special Item Numbers (SINs).

For contractors, the work includes understanding which changes affect your business, completing the mass modification, and making sure your team is prepared to apply the updated requirements.

GSA’s advance notice states that contractors must accept the Refresh 33 mass modification within 90 days after it is issued. Check the modification issued to your contract and calendar the applicable deadline. The Mass Mods will be released the week of October 5, 2026.

The changes apply to new task and delivery orders issued after the modification’s effective date, including calls under existing Blanket Purchase Agreements (BPAs). Orders issued before that date remain governed by the terms in effect at award. An existing BPA therefore deserves attention when your team prepares its next quote or accepts a new call.

FASt Lane eligibility is expanding

GSA’s webinar Q&A explains that FASt Lane consideration will extend across all MAS Large Categories. Eligibility still requires a validated federal need supported by agency sponsorship or documented customer demand. A generic sponsorship letter may be insufficient if it does not identify the qualifying opportunity or specific requirement.

Startup Springboard participation remains tied to approved FASt Lane participation. Companies considering this path should review the updated eligibility requirements before preparing an offer.

Several changes affect day-to-day contract management

GSA’s significant-changes attachment identifies these updates:

  • Supply chain security: Provision 552.540-70 and clause 552.540-71 formalize GSA’s supply chain risk management requirements.

  • Product substitutions: Prior written buyer consent is required. Replacements must be MAS-listed and cannot cost more unless the customer expressly approves a higher-priced alternative.

  • Labor standards: The refresh incorporates updated Service Contract Labor Standards wage determinations.

  • Trade Agreements Act: Class Deviation CD-2026-03 removes the exemption previously applicable to Federal Prison Industries and AbilityOne participating nonprofit agencies.

Refresh 33 also identifies targeted changes affecting roofing, temporary structures, 4PL, installation and site preparation, wireless mobility, employee relocation, and travel agent services. Wireless Mobility Solutions SIN 517312 gains three proposed subgroups, with placement subject to GSA technical review and approval. Travel Agent Services SIN 561510 includes revisions to its statement of work and pricing template.

FASt Lane expansion outside IT applies to offers; FASt Lane modification processing remains limited to qualifying IT initiatives.

Review the modification issued to your contract

GSA distinguishes between the solicitation-level SF30, which describes overall solicitation changes, and the contract-level SF30, which identifies changes applied to an individual contract. Your contract-level modification may also incorporate changes from earlier refreshes that remain unaccepted.

We recommend that contractors:

  1. Assign responsibility. Identify who will review, accept, and document the modification for each MAS contract.

  2. Check access early. Confirm that the appropriate authorized representative can access the required system.

  3. Review affected SINs. Determine whether scope, pricing documentation, reporting, or operating procedures need attention.

  4. Brief the right people. Share applicable changes with your sales, purchasing, contracts, and delivery teams.

  5. Keep a complete record. Save the executed modification and track any follow-up actions through completion.
