Great news for agencies and industry partners navigating the GSA Multiple Award Schedule (MAS) program! A new update to eBuy is here to make socio-economic set-aside opportunities more accessible to Joint Ventures (JVs). If you're part of a JV and one of your partners qualifies for socio-economic status, you can now view and respond to these opportunities directly in eBuy.
What’s Changing?
The eBuy platform has introduced a feature allowing qualified Joint Ventures to see and bid on socio-economic set-aside opportunities. To qualify, one of the JV partners must meet specific socio-economic criteria:
● Service Disabled Veteran Owned Joint Venture Eligible
● HUBZone Joint Venture Eligible
● Women Owned Joint Venture Eligible
● 8(a) Joint Venture Eligible

This update helps level the playing field for small businesses and socio-economic-focused entities, creating more opportunities to secure contracts while supporting government diversity and inclusion goals.

Step 1: Check your JV information in eLibrary under your Contractor Information page.
If it’s there: You’re all set! You can see and respond to socio-economic set-aside opportunities.
If it’s not there: Follow the steps below.
Q: My JV socio-economic information isn’t showing in eLibrary. What’s my next step?
Check your SAM (System for Award Management) registration. If the socio-economic indicators are missing, update these sections in SAM: FAR Provision 52.219-1 Small Business Programs Representations and FAR Provision 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services.
Q: I updated SAM. What’s next?
Submit a re-representation of small business type MOD in eMod. Contact K&G and we will submit this modification for you. Once approved by your Contracting Officer (CO) or Contract Specialist (CS), the indicator will appear in eBuy and eLibrary and you can now access socio-economic set-aside opportunities!
Q: I’m an 8(a) JV, but my information isn’t in eLibrary. What do I do?
Submit a re-representation of business type MOD in eMod or contact K&G. Select ‘8(a) Joint Venture Eligible’ from the options.
Note: Ensure the partner’s SAM registration is active and 8(a) certification is valid. If their exit date has passed, the indicator cannot be added. Once approved by your Contracting Officer (CO) or Contract Specialist (CS), the indicator will appear in eBuy and eLibrary and you can now access socio-economic set-aside opportunities!
